Transportation Community Enhancement Grant Requirements

In order to be eligible for grant funding, an applicant must be a community association located within two miles of the outermost contour of the Airport Noise Zone. Requests for grants must be submitted by the President or authorized Representative of the organization, and it is understood that the grant application submission represents the official position of the submitting community association.

All funding requests must be for transportation related projects such as sidewalks, speed calming humps, streetlights etc. There is no limit to the number of grants an applicant may submit.

Twenty copies of the following must be included when applying for a grant:

  • Completed grant application
  • Certificate of Corporate Good Standing from the Maryland Department of Assessment and Taxation
  • Specific project location on a sketch map
  • Two cost estimates
  • Financial statements and/or income tax forms from the last two years

Grant applications will be accepted in four cycles with application deadlines of August 1, November 1, February 1 and May 1.

Applicants who are selected to receive grant funding will be required to enter into a grant agreement with the Maryland Department of Transportation. Additionally, the association awarded a grant will be responsible for obtaining all necessary approvals and permits, such as but not limited to grading, electrical, building etc.

Upon completion of the project, copies of any receipts, paid invoices or canceled checks must be submitted to the Maryland Aviation Administration in order to close out the grant. Additionally, all purchase receipts, donations, volunteer time and other expenditures shall be retained as outlined in the grant agreement for three years and may be required to be produced for audit. Failure to retain any of these items may delay consideration of any future applications for grant funding.
